4G strongly believes that the success of any government distribution is build upon the integrity of the data. Essentially, “one person – one ID” should be the mantra for building any modern, world-class distribution system.
Once a unique ID database is setup, the government can integrate many similar as well as disparate programs using the unique database. 4G proposes, at a high level, the following methodology be used in implementing an efficient, cost effective distribution system for its citizens: |

Determine and anchor program where the government can then leverage the data to other programs. (In this case, 4G Informatics is recommending the Ration Card program, however, it is possible to start with other programs) |

| Step 2 : |
|
Process existing data to eliminate duplicates. 4G Informatics recommends that the biographic and biometric data available in the current ration card databases be scrubbed to check for duplicates. This can be easily done in a batch processes using 4G’s solution which integrates demographic search and biometric capabilities. |

| Step 3 : |
|
Check eligibility of existing databases per rules of the program. |

| Step 4 : |
|
Issue new smart card IDs as citizens come to use services. Enroll new biometric of citizen, check against unique database, and then issue ID. Overtime, the state government will build a comprehensive database. |

| Step 5 : |
|
Issue services based on new smart card. Data can be written on smart card per the application and program being implement. One smart can be issued per person and access to multiple programs because a unique ID has been established. This unique ID can be mapped to multiple programs and authorization for multiple programs can be provided with one smart card. |

|
Build additional services/programs based on the unique ID’s from the now trusted database. |
